Gao Lulin, Deputy Director of ISC, senior engineer. In 1963, he got PH.D of Technical Science in Soviet Union. After returning home, he was engaged in technical management work. In 1982, he was the Director General of Technology Bureau. In 1987, he was the Director General of State Patent Bureau。In 1987, he was the Director General of State Intellectual Property Office, later he was dispatched to U.N. to be senior consultant of world Intellectual Property Organization. During the ten years, he has been engaging in patent law amending, patent system construction, patent education, etc. He is the part-time professor of Beijing University, honorary chairman of China Intellectual Property Seminar, and senior consultant of CNNIC. He was awarded the Germany President Cross Medal, EU Patent Bureau International Cooperation Medal, and selected as Academician of International Academy of Engineering in Russia.
