The second session of Congress of Internet Society of China (ISC) was held at Beijing International Convention Center on August 31st, 2004. Chairman of the first session of Board of ISC, academician of Chinese Academy of Engineering, executive chairman of the Congress Madam Hu Qiheng and vice-chairman of the first session of Board of ISC, executive chairman of the Congress Wu Jianping presided over the conference.
With the appointment of Chairman Madam Hu Qiheng, Deputy Secretary General of ISC Huang Chengqing gave a report on the first Board of ISC's work, in which Huang introduced and concluded ISC's work during the past three years and put forward the work plans and proposals in the coming three years. In the report he pointed out that ISC should successively abide by the laws and regulations of nation, protect the members' common interests, reflect members' willing and hold the guiding ideology that ISC would serve for its members and the development of China's Internet industry; build a exchanged platform for the industry; make more improvement of self-construction, rationalize the relationships in all aspects, promote the domestic and international communication; continue to push on the industry self-discipline and finally provide a substantial foundation for the development of ISC at all levels. The report was reviewed and passed after the discussion by the delegates presenting at the Congress.
According to the relevant laws of the nation, By-law of ISC and principles of democracy, open and just, the Congress held the election of the second session of Board of ISC. 140 delegates took part in the election, accounting for more than two thirds of its 182 delegates in all, which was in accordance with the basic requirement of By-law of ISC. Finally, they selected the second session of Board of ISC, which was composed of 90 members by the secret ballot.
During the meeting, the presidium explained the amendment of By-law of Internet Society of China at the Congress and gave introductions on drafting of 'Regulation for Organizational Administration of Internet Society of China (Draft)' and 'Regulation for Membership Administration of Internet Society of China (Draft)'. The amendment of By-law and two Regulations mentioned above were all reviewed and passed after discussion.
After the election, delegates discussed the 'Declaration of Resisting Harmful Internet Information (Draft)' and put forward relevant advice. The 'Declaration' urged the Internet practitioners and Netizens to resist the harmful information such as porn-sex consciously and create a healthy Internet environment for the teenagers. Moreover, aiming at building a prospering, healthy and trusted Internet community, the 'Declaration' appealed people to disclose harmful Internet information positively and urged the Internet contents providers not to supply the channel for spreading harmful Internet information.
