ArticleⅠ-General Provisions
Section 1
In order to standardize the establishment of internal structure of ISC, expressly define the organizational function, specify the means and procedure of exercising the authority, coordinate the cooperative relationship among all the organizations and improve the work efficiency, this 'Regulation'is established according to relevant policies of the State Council, regulations of Ministry of Civil Affairs and By-law of ISC.
Section 2
To meet the need of work, ISC shall establish certain branch bodies and administrative bodies to launch the business, such as special work committees or alliances. They are responsible for executing the resolutions of ISC and fulfilling the tasks designated by the Standing Committee of ISC.
Section 3
The branch bodies and administrative bodies are the component parts of ISC without the status of legal entity. ISC shall take on their legal responsibilities. The Board and the Standing Committee shall meet the need of wok to establish, change and terminate these bodies, which shall be reported to the responsible departments for reviewing and gain the approval of the social organization registration agencies.
Section 4
The Chairman and Secretary General shall present proposals in written on the establishment of branch bodies and administrative bodies of ISC. It shall only be passed with more than two-thirds affirmative votes of the Board or the Standing Committee.
Section 5
The Standing Committee shall designate the functions of ISC's branch bodies and administrative bodies. They shall specify their work rules in details according to the functions and it shall only be put into effect with the permission of the Standing Committee.
Section 6
The Secretariat of ISC shall coordinate the cooperative relationship of the branch bodies and administrative bodies of ISC.
ArticleⅡ--Branch Bodies

To meet the need of work, the Board or the Standing Committee shall establish certain branch bodies including special work committees or alliances.
Section 8
The branch bodies of ISC can be organized by ISC's member units of the Board or member units of the Standing Committee that have the similar functions. And the members shall include organizational members of ISC that have the similar functions. They shall assist the branch bodies with implementation of the functions.
Section 9
The branch bodies of ISC shall entitle with the full name of ISC and the names of English version shall be in accordance with Chinese ones.
Section 10
The branch bodies of ISC shall enroll new members with the permission of the Standing Committee and submit the lists of new members regularly. The members enrolled have equivalent membership with the members of ISC. Activities in name of ISC carried through by the branch bodies or entitled with the full name of ISC carried through by work committees shall gain the permission of the Standing Committee or the authorization granted by the Chairman and Secretary General.
Section 11
While launching speeches in name of ISC or itself in public, each branch body should follow the principle and relevant regulations of ISC.
Section 12
Each branch body of ISC is composed of a director, certain vice-directors, certain commissaries, a secretary general and certain vice-secretary generals. The directors of the work committees shall direct the daily affairs of each branch body. And the directors also shall submit work reports to and be responsible to the Standing Committee.
Section 13
Each election for a new session of branch bodies shall be held at the same time with each election of the Board except the election for their establishment. The directors and vice-directors' office term of branch bodies shall be the same as the Board's. They can participate in the reelection and work with reappointment.
The change of directors and vice-directors during their office term shall be submitted to the Secretariat of ISC by the secretary generals of branch bodies.
Section 14
Directors, vice-directors and secretary generals of each branch body can play no more than two roles in ISC's internal branch bodies.
ArticleⅢ--Administrative Bodies
Section 15
ISC shall meet the need of work to establish certain administrative bodies including the Secretariat, consultive bodies and temporary bodies. ISC also can establish its representative agencies in other provinces to carry through the business and task.
Section 16
Each administrative body can carried through business in name of ISC with permission or authorization granted by the Secretary General of ISC, except for the business in name of administrative bodies.
Section 17
The establishment, change and termination of administrative bodies shall only be passed with more than half of the Standing Committee's affirmative votes; the chief directors and staffs of administrative bodies shall be appointed by Secretary General of ISC.
ArticleⅣ--Working Guide for Branch & Administrative Bodies
Section 18
Each work bodies shall submit work reports to the Standing Committee, Chairman and Secretary General of ISC at regular intervals or at any moment with requirements. The work reports on important events shall be submitted as special reports.
Section 19
Any important proposals on work submitted by the work bodies shall be primarily discussed in the Secretary General work meeting and then the final proposals shall be submitted to the Standing Committee to be decided by the Secretary General of ISC.
The Standing Committee shall discuss the reports or proposals to decide whether the proposals shall be modified and the revisions shall be submitted to the next meeting of Standing Committee.
Section 20
The branch bodies of ISC can meet the need to open a separate financial account, which shall be submitted to responsible departments and social organization registration agencies with applications of the directors of branch bodies and permissions of legal entity of ISC. Administrative bodies cannot open such account.
Section 21
Each branch body shall raise money for its business or event by itself. The bodies shall not charge the membership fee from their members, except for the members' voluntary endowment.
The branch bodies with separate accounts shall strictly follow the relevant financial regulations of ISC. The income from business shall be used as their expense for business or events.
The commonweal branch bodies without separate accounts shall apply for support if meet financial difficulty when they carry through business. The applications shall be primarily submitted to the Secretariat of ISC. And the Secretariat shall submit the applications to the Standing Committee to be decided.
Section 22
Branch bodies shall hand in 15% of the income as administrative fee to the Secretariat's financial department if they charge from the business in name of ISC.
Section 23
The branch bodies with separate account shall submit the financial reports to the Secretariat and accept the auditing supervision of ISC regularly according to relevant regulations.
Section 24
Each solution on work bodies' affairs made by the Standing Committee shall be sent to the related bodies in two days after working out the solution and shall be announced on the ISC's websites and publications in seven days after working out the solution.
ArticleⅤ-Supplementary Articles
Section 25
The Standing Committee of ISC reserves the right to interpret this 'Regulation'.
Section 26
This 'Regulation' shall be put into effect after reviewing and passing at the Congress of ISC.
