ArticleⅠ--- General Provisions
Section 1.
In order to standardize the member's development and administration of Internet Society of China (ISC for brief), protect member's right, fully play to the role of this society, safeguard its reputation and ensure the healthy and stable development of ISC, this 'Regulation' is established according to the national policies and regulations related to Internet Industry and By-law of ISC.
Section 2
The fundamental qualification for ISC membership, right and obligation should be in accordance with By-law.
Section 3
Standing Committee of ISC is responsible for member's enrollment while the Secretariat of ISC is responsible for the concrete work of member's development and administration.
Section 4
The ISC members should abide by the law and regulations, carry out the obligation and exercise the right stipulated in this 'Regulation' consciously.
Section 5
ISC members are free to join or terminate the membership.
ArticleⅡ---Members
Section 6
The members of ISC are divided into organizational members and personal members.
Section 7
The organizational members are legal Internet-related enterprises,scientific,educational or academic bodies with the permission of all level governments, civil affairs departments and Industrial and Commercial Bureau.
Section 8
Each organizational member should appoint a delegate who could represent the interests of the organization. Meanwhile the delegate should have some influence in China's Internet community and be willing to participate in the activities of ISC. The person's information should be submitted to the Secretariat of ISC in written notification.
The organizational member also can appoint other delegates to participate in the work of ISC's affiliated organization. The delegates also are allowed to apply to become the personal member of ISC with the personal status.
Section 9
The personal members of ISC not only should be Chinese citizens who have certain specialty or contribution in the field of Internet, or who have participated in the work of ISC's affiliated organization.
Section 10
The organizations applied to join ISC should be an enterprise or social group, which has transprovincial business or affiliated agencies, or has registered in Beijing, either the license or registration issued by the government at central level.
The enterprise registered or received the license from local government should apply to join the local Internet societies. However, since the local enterprise has already become the Board member of provincial, autonomous regional and municipal Internet societies, it should acquire the recommendation from local Internet societies and approval from Standing Committee of ISC before applying to join ISC.
ArticleⅢ--Procedures of Membership Admission
Section 11
Enterprises or social groups with certification of legal representatives and citizen with citizenship who are in accord with the requirements of By-law and this 'Regulation', are willing to exercise the right properly, carry out the obligation and make contribution for China's Internet Industry can apply to be a member of ISC.
Section 12
Enterprises, social groups or Chinese citizens applying to join ISC should complete the procedures below:
1. Applicants of Enterprise or social group applying to join in ISC should fill in the 'Membership Application Form for Internet Society of China'first, then submit the'Form'with the copied material of Business License and Corporative Certification of Registry to the Secretariat of ISC;
2. With no less than two members or one Board member's recommendation as a prerequisite condition, personal applicants applying to join in ISC should fill in the 'Personal Membership Application Form for Internet Society of China' first, then submit the 'Form','Letter of Recommendation'and copied material of ID card to the Secretariat of ISC;
3. The application material can be posted or sent by e-mail to the Secretariat of ISC.
Section 13
The Secretariat of ISC shall review the qualification of the applicants and submit the eligible ones to Standing Committee of ISC. The applicants approved by the Standing Committee will receive a notice of member registration from the Secretariat of ISC (the registration procedure should be completed in 30 days).
The applicants shall be formal members from the date of registration and will receive a Membership Card of Internet Society of China from ISC. The Secretariat of ISC shall issue the list of new members on the ISC's website and publication from the date of registration in 30 days.
ArticleⅣ-Rights and Obligations of Members
Section 14
The applicants shall get the formal membership of ISC and start to exercise the right and carry out the obligation correspondingly as a member of ISC from the date of registration.
Section 15
The members of ISC not only can exercise the proper right referred to By-law, but also include:
1. to be free or preferential to participate in the China Internet Conference hosted by ISC;
2. to be free or preferential to participate in top Internet forums and exchanged activities organized by ISC;
3. to be free or preferential to acquire information service online provided by ISC;
4. to have the priority to obtain the hot information of Internet industry provided by ISC;
5. to have the priority to obtain the title sponsorship for the important activities organized by ISC;
6. to be prior or preferential to participate in other Internet business organized by ISC;
7. to have the right to know the work situation and work plan of ISC.
Section 16
Organizational members can be turn into Board member organizations, standing Board members organizations or vice-chairman organizations of ISC, if the members' representatives are elected as Board members, standing Board members or vice- chairman of the Board of ISC.
ArticleⅤ-Membership Fee
Section 17
Members should pay the membership fee according to relevant items of By-law and this 'Regulation'.
Section 18
Membership fee of ISC is divided into organizational membership fee and personal membership fee. And organizational membership fee is divided into profitable organization membership fee and non-profitable organization membership fee.
Section 19
Annual membership fee for personal member is 50 yuan; annual membership fee for non-profitable organization is 2000 yuan; annual membership fee for profitable organization is 5,000 yuan.
Section 20
Annual membership fee for Board member organization is 10,000 yuan; annual membership fee for standing Board members organization is 30,000 yuan; annual membership fee for vice-chairman organization is 50,000 yuan.
Section 21
The embranchment of ISC would not charge the membership fee from members.
Section 22
New members should pay the membership fee stipulated above in one time for the current year while registering, and pay annually from next year.
Section 23
Members should pay the annual membership fee stipulated above in one time before June 30th of current year; paying three years' membership fee in one time is also feasible.
Section 24
The Secretariat of ISC takes charge of collecting and handling membership fee. It should also establish a sound financial system, employ full time or pluralistic accountants and set up a special account book for membership fee. The financial work of Secretariat shall be supervised and inspected by designated auditing agencies and relevant administration department. The Secretariat should also submit income and expenditure report regularly to the Congress.
Section 25
The criterion of membership fee should acquire affirmative votes from more than half delegates at the Congress.
ArticleⅥ-Membership Termination and Infringement Handling
Section 26
Members who want to terminate its membership should inform the Secretariat of ISC in written notification.
Section 27
When the members who violate the law or regulation, or be ordered to cease business and make improvements to business practices, or be ordered to revoke license permanently or temporarily, or go against By-law and this 'Regulation' the Secretariat of ISC shall submit the list of them to Standing Committee of ISC. Then Standing Committee shall give warning or cancel the member's membership depending on different situation.
Section 28
Any member who refuses to pay membership fee to ISC without proper reason for one calendar year will be henceforth regarded as automatic secession. The qualification of membership will be cancelled accordingly.
Section 29
The Secretariat of ISC shall periodically issue the list of members whose membership are terminated or cancelled, which will be published on the ISC's website and publication. And these members' right will be terminated accordingly.
ArticleⅦ-- Supplementary Articles
Section 30
Standing Committee of ISC reserves the right to interpret this 'Regulation'.
Section 31
This 'Regulation' shall be put into effect after reviewing and passing at the Congress.
