ISC Released "Self-Regulation Convention for Promoting Interoperability of Internet Cross-Platforms"

To promote the Internet cross-platform interoperability, facilitate the circulation and sharing of data as a factor of production, safeguard fair market competition, and protect users'  rights, the Internet Society of China (ISC) released the "Self-Regulation Convention for Promoting Interoperability of Internet Cross-Platforms".


The Convention states that platforms should follow the principles of voluntariness, equality, fairness, good faith, security, and technical feasibility, and should carry out interoperability in phases and step-by-step. It focuses on three core scenarios:


1.  Applications and Services interoperability – Platforms must allow users to switch services conveniently and, without justified cause, may not restrict access to legitimate third-party offerings.

2.  Safe external-link access – Parties shall jointly enable the recognition and visiting of external links while guaranteeing security.

3. Gradual data interoperability – Data exchanges must observe the“minimum necessary”rule and stay within the scope of user consent or applicable laws.


The Convention also underscores users' rights to be informed, to choose, and the privacy be protected. 


The document has won broad industry support: 61 organizations have signed, including ByteDance, Tencent, Taobao-Tmall, Ant Group, Baidu, JD.com, Meituan, Kuaishou, and 32 provincial Internet associations, covering e-commerce, social media, payments, information services, and other key sectors—demonstrating a shared industry commitment.
