On December 20, the Online User Rights and Interests & Personal Information Protection Working Committee of the Internet Society of China (ISC) released the 2025 Report on the Protection of Online Users' Rights and Interests in Beijing. Huang Chengqing, Vice President of ISC, attended the release conference and delivered a speech. Pei Wei, Deputy Secretary-General of ISC, released the Report and gave an in-depth interpretation of its core contents. The Report was jointly issued by the ISC Online User Rights and Interests & Personal Information Protection Working Committee, and the Beijing Cyberspace Security Association.

The Report indicated that China's online users are generally quite satisfied with the current situation, with their awareness of rights and interests improved remarkably and the outcomes of cyberspace governance sustainedly evident. Meanwhile, the protection of the rights and interests of special groups has advanced steadily yet still has shortcomings, and the new types of infringement issues arising from emerging technologies are in urgent need of accelerated governance.
